On August 18th, AVIC and the Jiangsu Provincial Government signed the "Framework Agreement for Joint Promotion of Strategic Cooperation in the Development of High-end Equipment Manufacturing Industry." The two parties will jointly build "AVIC Green Power Science and Technology Park" in the Jintan Huageng Science and Technology Industrial Park in Changzhou, focusing on development. Lithium-ion power battery and other green power industries, and focus on the upstream and downstream efforts to promote the entire industry chain gathering. The two sides will soon launch the "Zhonghang Li-ion Power Battery Project" with a total investment of 12.5 billion yuan. This is the largest investment project for lithium batteries in China so far. Once completed, it will form an annual production capacity of 12 billion watt-hour lithium-ion battery and become China's largest green power industrial park. The project plan is divided into three phases and it is expected that the planning goals will be completed in 2017
 
It is understood that AVIC and relevant implementing agencies in Jiangsu Province will co-fund the establishment of a project company as the main body of implementation, and the Jintan District Government will provide strong support in terms of construction and financing. Both parties will cooperate in the introduction of well-known positive and negative electrode materials, separator materials, electrolytes, energy storage and other R&D production enterprises and other related companies to participate in the establishment of domestic and international first-class industries that are highly agglomerated, mutually complementary, and collaboratively developing. AVIC will also conduct comprehensive cooperation with Jiangsu Province in the field of general aviation. AVIC's Well-being Aviation Holdings Co., Ltd. will invest in the construction of nearly 20 water-flight airports in Jiangsu Province, forming a land- and sea-level airport layout covering most of Jiangsu Province. Build a multi-level, interoperable general aviation transportation network from Jiangsu General Aviation, and build Jiangsu Province into a national waterborne general aviation industry development base with a leading role in demonstration.
